Sounds like the guy who got the Silver Star was teh subject of a criminal investigation which found that he engaged in some wrongdoing (like extrajudicial killing bad). It's possible that no more serious action was taken against him precisely because of his combat heroism. It is unusual for an award to be revoked, and when it is - usually due to the derogatory information relating to the meritorious or valorous event which led to the award in the first place.
And Obama had nothing to do with this - everything in the article was talking about the SecArmy.
