"The Senate agreed to add an energy efficiency measure, and went on the record saying climate change was not a hoax and the oil sands should be subject to a tax that helps pay for oil spill cleanups. Oil sands are currently exempt."

Oil spills cause global warming? Am I understanding your logic. Could be true, but I've never heard that one.
Compound sentences can be fools gold. Hell, throw in ISIS, AIDS, ebola, ISIS and world hunger with your global warming and oil spills while you are at it. -

This is a non-story.
The Republicans agreeing on global warming/climate change is pretty empty since the Democrats forced it in their bill to form an alliance that will overcome Obama's veto. If the Democrats didn't include it, the Republicans would probably still be denying it or whatever their original stances were on the issue.
It's not really a change of heart, just Republicans doing what it takes to bypass Obama's veto and Democrats forcing it into legislature so they can point back to it later for leverage in other environmental whatnot. -
