He's obviously won games and certainly prevented PSU from being Nebraska. Like I said a few pages back he is Mark Richt or Kyle Whittingham. Those are good coaches. He's a good coach.
Most of his skill is in getting recruits to PSU. He has a lot more advantages to do that than Nebraska does, with PSU actually being 3-5 hours from so many major population areas while Nebraska lost their pipeline to Texas.
I just don't think there is any way he is Jim Harbaugh or Tom Osborne who finally breaks through after knocking on the door for so long. Franklin's failures aren't in title or playoff games (except last year). They're against the elite during the regular season. Last year was the first year PSU was ranked top 4 in the final playoff rankings. There's no evidence after a decade plus trying that he would be able to take that next step. He's still a good coach but both Penn State and Washington should be aiming higher.

Penn St. has two national championships. They aren't a blue blood. If they are, then you have to include the Florida schools and teams like UGA(Y) and Auburn.

You can have any discussion about any team for how good they are in a set of time but the specific blue blood status refers to teams that have separated themselves over the entire existence of college football. Nebraska has blurred the line slightly because of their inability to inject bane serum into their dlinemen anymore but if anything that would reduce the blue bloods to 7 not increase it to 9

There is no official definition of what constitutes a "blue blood" program. There are arguments that Penn State is one, and there are arguments that Penn State is not one. I think they are borderline, at worst.
Washington has no argument that it is one.
The Penn State coaching job is superior than the Washington coaching job. For many reasons. And getting back to Franklin, while he may be better than Fisch. That's like saying Tilda Swinson (ugly) is prettier than Shelly Duvall (ugly — and dead).

Nebraska has 5 in 56 years
We've discussed before that blue bloods were born during the boomers growing up other than all time schools which are under a handful. Notre Dame Oklahoma, USC and Michigan. Ohio State didn't do anything before Woody but the 60s were huge for them.
Now there is a modern list that is more inclusive of more schools but Oregon still isn't one. Nor our DAWGS

We’re living in a time where there is probably one consistent blue blood and it’s Bama. Even Bama had a 14 year walk in the desert though. Pedo State beat up on Rutgers, Maryland and Syracuse every year being an independent. Joe never scheduled Tuff until he was forced to in the Big. Won the Rose Bowel in 94 but second to Nebraska and they came back to earth after that

Yeah Bama is probably legit from Boomer times too. 1926 put them on the map but they didn't do a lot before the Bear in 1956 or so
Fun fact - Bart Starr played on a winless Bama squad that got the coach fired that got the Bear hired
