Why bother doing anything with expansion in Seattle when an existing market 180 miles to the south has a team that's currently for sale, and the league also wants said team in a new arena? No expansion will even be considered until the new arena stuff has shovels in the dirt in Portland.
Flip side is that the NBA keeps Seattle expansion simmering in the background while telling Portland to build a new arena. The threat is either build it or the team is moved to Seattle.
