why are federal judges allowed to be board members for any outside advocacy or non-profit organizations?
A nonprofit board member himself, Judge McConnell has a motive to keep federal funding flowing to nonprofits.

All federal agencies should be spread across the US. Allowing this all to concentrate in DC has been a disaster.
