Criminal charges for inter department allocations are going to be tough to prove with a DC jury and take a long time. For most of this just fire their asses like Noem did to the four DHS employees who diverted $59 million in FEMA funds to New York City to house illegal aliens. The FEMA CFO will never get a gravy job like she had as long as a Republican is president and she is un-hireable by a large publicly traded company. Fire first, worry about criminal charges later if the funds are stolen.

Elon is not making the changes. They are all approved by Trump, who is the Chief Administrate Officer over all the federal administrative bureaucracies. Some judges say a lot of things. Four Supreme Court justices said the a private movie about Hillary was illegal. Some say that owning a rifle with a muzzle flash suppressor is illegal. Some judges say that discriminating based on race and sex is legal. Some say that the death penalty is illegal. The Constitution isn't that hard to read.
