Initiatives must meet certain legal requirements. Whether legal requirements were satisfied gets hashed out in courts under our system.

Madam, less than 40% of Americans even live in a state which allows citizen initiatives. Washington's Constitution authorizes citizen initiatives but imposes specific conditions and requirements on them. Whatever the Hell you meant by the saying the initiative was already "vetted", why would anyone bother to challenge an initiative's legality before it has actually passed? (Pre-election challenges are usually concerned with whether the initiative has met the requirements for being on the ballot.)

I seem to remember that once upon a time the Washington state Constitution prohibited a graduated tax on income. So, the state passed a graduated capital gains tax on income from the sale of capital assets. The wizards on the Washington Supreme Court then decided that the tax was not a tax on income but rather an excise tax on income from the sale of capital assets. Thus, no income tax and no Constitutional prohibition. Sort of like the US Supreme Court ruling that the mandate to buy health insurance was not a mandate but a punitive excise tax. The written language and intent is not important to an evolving organic Constitution that can be divined by progressive legal scholars including the spineless Chief Justice.

The current governor elect (allegedly) wrote the language that appeared on the ballot and was approved by voters. He butchered the language on the other three that were rejected.
