Mock outrage that a football factory is covering up for its star player
University declares it will hold all students accountable to the ethics code
Establish bullshit "fact finding" commission
Determine that there's not enough real evidence to expel star player
Announce slap on wrist punishment for star player, usually the tried and true "we'll take internal disciplinary measures"
Win national title and tell everyone to fuck off
See Newton, Cam for textbook example -
"Well if you stop Jameis from raping, aren't you indicting our entire American society?

Winston was never charged.
The New York Times and Fox Sports investigations paint a picture that the reason he was not charged was that both the TPD and the university obstructed the investigation.
There is a difference between the NCAA and the law/reality. FSU is not worried about the NCAA.
Schools that receive federal money have to agree to (among other things) following a certain protocol when sexual assaults are reported. FSU said it followed the protocol, and the facts illustrated by the NYT and Fox say that is not accurate.
People do not need to break the law to be disciplined by their employer or school or whatever. They just need to violate what they had agreed to not violate.
