Sorry misread what you wrote. So do it by state congressional district or something, whoever wins majority within the state gets entire state? A state like Georgia could probably implement that and make it no longer a swing state as 9/14 districts are Republican as an example.

No, as in at the state level we? could use a county level electoral college so places like SF/LA or King county don't elect governors.
Same goes for countless other states that are dominated by 1 or 2 corrupt high density democrat bases.
