Seattle is in Washington. You're right. And the Seattle District is a creation of the State of Washington.
Teachers teach in Washington, not always in one district—my father taught in more than one district. The system is a state system.

The Seattle School system is not the state of Washington. It is a separate legal entity. I'd agree that it is largely controlled by the State and the Feds. However, the employer is not the state of Washington. The pension funding reduces money available to the school district.

All districts are a creation of the State of Washington. The fact the State tries to separately account for each "subsidiary" is unremarkable.
And the fact my father performed his end of the bargain is indisputable. MAGA has certainly been a beneficiary of his "fat" pension.
