Those Should be the rules but they currently aren't. There's no reason to abstain from ballot harvesting in states that have made it legal out of some notion of "doing it the right way".

Retard here thinks a party caucus is the same as a county-run election. Anyhow, that bag never leaves the room and anyone there can count the votes if they want. They also decide the winner that night and not a week later.
