Question about sizes of classes

As of 5 years ago or so, I thought schools were limited to signing 25 HS recruits. Is that accurate or am I as crazy as my husband says I am?
I ask because Georgia and Miami both signed more than 25.

All these huge classes are going to do is make the portal even bigger every year, which will then cause the classes get even bigger. We are in the boom of the NIL bubble before it inevitably busts.
