Barriers to entry - Preparing a response to a Request for Proposal. Apparently, putting to together a response using a computer and preparing a bid is just like getting a driver's license and expecting people of color or women to have some computer and math skillz is too much to ask. Obviously, a low bid environment is also racist and expecting the bidder to have a construction license and be bonded is also racist and sexist.
