Can someone explain the holding penalty call

I have just re-watched the game. At 4:09 in the third quarter, USC started at it's 17 yard line, the play ended at the UW 15 yard line. USC was called for 2 penalties. The first offensive holding was explained by the referee, during the run, there was another holding penalty.
The question is, why did USC get the ball back at the 50 yard line?

Dunno if it was shown on TV but it was obvious at the stadium -
Thanks for the explanation. I just learned that holding penalty is a "spot foul".
