Cops at it again

I can't figure out what is worse about this story. The fact that a cop is firing on someone he pulled over for a seat belt infraction, or the fact that he fired 4 shots at someone from 6 ft and grazed his hip. Both make me wonder the training cops are getting this day in age. Glad he can't hit the broad side of a barn, b/c this guy could have been dead.
Why are cops shooting first all over the country, and then asking questions later?
