Government owned grocery stores are a sure winner. Just take a look at the old Soviet Union, North Korea or Cuba. Or the US when the government gets involved in the US economy.

Only way this works is if they partner with a retailer that knows how to run a store... would be much cheaper to just backstop the losses of an established brand imo.
