As I said, American Rescue Plan was an abortion of tax payer money. Library systems getting federal money to provide "services" to the homeless. Unnamed contractor, associated with a non-profit. Who knows if any work happened or just a handout.

I'm sure the dazzler will point out that government is a supreme example of the use of rigorous internal controls to ensure that these programs produced the contracted services, just like they produce honest elections.
