When you "find" more ballots, that AT BEST means that there are no internal controls on handling ballots and there is no segregation of duties on who is handling and who is documenting who and what is getting handled. Anyone interested in having an honest election would have both the internal controls and the segregation of duties implemented and documented through the election and the counting process. Those who don't want an honest election "find" ballots.
