Like pass a Constitutional right to free speech and a right to bear arms? I disagree with Levin and don't see it happening. Hell, we can't get 26 red states to elect 52 republican senators let alone get 38 states to ratify an amendment. There might be a chance if the Convention once called was limited to one amendment, like a balanced budget amendment.
