It’s a propaganda ploy. They have four levels, none of them stated as “high”. They are always on high alert. Shit, we are on high alert. They are nukes after all. With growing descent among the Russian people, Putin is trying to scare them into thinking the west is wanting to nuke them.

Edited to more accurately state "highest state of alert", and I agree this is a ploy, but we're not playing with marbles here. Serious people are needed to deal with this and our current political leaders are anything but serious.
