No, I buy expensive guitars from poor people that paid full price, buy them for a fraction of the cost, then sell them to people with money at a fair price as a hobby. My day job is those missiles and guided bombs you're trying to talk about. There are about 800 of us on the planet that can actually do the job. You're whole "let's bomb ISIS" crap gets done or not done because of us.
You see anything that is worth a shit on the battle field is made at Raytheon, Lockheed, and Boeing. Texas Instruments used to be a big player in the CCG world but they fell off. We still use their platforms for mods and testing to apply to the Raytheon components now. Anyways, none of this matters to you because you already know all this, obviously.
Long story short whenever the slightest bit of tentions happens the gubment tells Raytheon, Boeing, and Lockheed they can't ship any of their ridiculously dumbed down weapons to whatever country or they'll be charged with treason. These other countries have already paid, we just keep their money and don't give them their assets. It's very common. I've actually prepped a few Israel shipments back in the day.
