Specifically, the report found that Bureau of Prisons officers on the scene used pepper spray against protestors and that Metropolitan Police officers used tear gas, despite orders from Park Police not to do so.
Additionally, Secret Service deployed against protestors before the first dispersal orders were given - and warnings asking demonstrators to disperse were not heard by protestors before police started aggressively clearing the park.

Sadly, when large groups of people get together some people will take advantage to riot and loot.
What they don’t do is take zip ties into the capitol, trying to overthrow our government. -

Video footage reviewed by prosecutors also suggests Munchel and his mother carried weapons while in Washington, DC — despite the district's strict gun laws — and abandoned them only before they got into the building.
"We're going straight to federal prison if we go in there with weapons," Eisenhart told Munchel before they entered the Capitol building, according to prosecutors.
"We can put 'em in the backpacks," Eisenhart then said, before stashing "tactical bags" outside the building, according to prosecutors.
