I've seen it all in Atlanta. The places you just mentioned, on street corners downtown, in Wal Mart, Costco, Lowe's, Stone Mountain picnic grounds, airport, concerts, etc.

When I first moved to Atlanta my company chose my volunteering hours (forced me) to be on Saturday mornings twice a month for 4 months as an assistant to Mrs. Robinson. She volunteered to work the desk at the welfare/SS in downtown Atlanta. Saw women waiting outside the building until their baby daddy had his check and then watched them attack him for the check. Men demanding women hand over the check. Fist fights galore. The place was open on Saturday 8 am to noon. There were 3 women working three desks, two of us volunteers running around looking for case files and 4 police officers just waiting for the next blow up. Inevitably someone didn't get their money like they thought they should and punches and pushing would ensue. Not just once a day, this was multiple times per day. It didn't seem to matter they were fighting in front of their kids. The recipients were particularly unappreciative of the taxpayers generosity or the fact that everyone in the office was volunteering their time so that some generationally lazy and dependent individuals could get their "check".

In other words, it was a dog bites man shooting and we can all ignore it and pretend like it didn't happen.
