I spoke of individual encounters you speak of a crowd or riot situation.
A taser or pepper spray would render an individual officer defenseless. He could easily be attacked and killed by many various means or one could disarm him and shoot him with his own gun. Doesn't apply to a "riot" as other officers are there to protect you in that situation.
