He’s old and corrupt and there’s No easier person to influence and control than an aging grifter.
Joe was never much of a serious thinker to begin with. He cheated his way through school, finishing at the bottom of his graduating class, and lied his way through 40 years in the senate. In a sea of corruption and untoward influence, he found a way to make money and constantly re-invent who he was and what he was about. Joe was just smart enough to figure out which way the wind was already blowing, and that’s all you need to do to survive in the game of politics.
Now he’s old, and people much smarter than he are using those personality characteristics to lead him around by the bit. He’s amenable up the situation because he gets to call himself President and he’s making money on the side. It’s always been graft with Joe. It’s who he is. It’s what’s made him a successful politician for 5 decades.
