These people need to stop watching so many fucking John Wick movies and playing Resident Evil games. It just baffles me that people think this is how stuff works in real life.

Because I am old I watch the old folks network CBS. On SWAT this week the opening is a kid shooting up a park and the SWAT team comes in and asks him politely to stop. He keeps shooting so the SWAT sniper shoots the gun out of his hand from 50 yards.
Later they are taking down some white supremacists and body mass shoot the lot of them
The FBI reboot has had 9 episodes and 8 different white supremacist groups causing malarkey. The real FBI signs off on the show

As far as Resident Evil is concerned, it really depends which games in the series you're referring to.
The first 5 or so games in the series were actually the opposite of what you describe. You had little control over targeting specific areas. For example, you couldn't target a zombie's head with the pistol. You could with the shotgun, though.
But if you're talking about Resident Evil 4 (which was like the 5th or 6th release) and beyond, then yes, you could target hands and limbs and stuff way more.
Personally, I like the older style where you mostly had to shoot out of panic. The game shouldn't be about being a marksman. It should be a survival horror.
