Why didn't the Biden Admin prepare for the border crisis?

They had to know that promising "free" healthcare and stimulus money and a pledge to do away with the Trump policies and a reinstatement of catch and release would encourage a surge in illegal immigration after they took over. So why in the fuck did the people who we're told love government and are so much better and running the government not even bother to prepare for the bum rushing of the border?
