You're right. I must have missed that lecture where he explained why large national projects like building the interstate system and arming for WW2 were bad for the economy and didn't create jobs. You're really with it. It's the government. They'll be paying everyone government wages, and they'll get 172 official paid holidays a year, just like the DMV people get.
