No one will care about minor league football or college football without any players that can turn pro
Plenty of kids would be happy to play for a scholarship with no pro future but who is going to pay to watch
Look at college basketball today. This is where football is headed. Development leagues as in bus rides and low pay. Kids probably get paid better at Bama today -

The SEC ruined it with their cream puff schedules. About ten years ago, everyone else figured out you could schedule Sun Belt and MAC trash and get away with it and still make a playoff. Kirk is a SEC/ESPN shill.
If you want to solve the problem of these bums sitting out bowl games, tell them their scholarship is dependent on playing if they're healthy. -
