Trump/Rudy are trying the "big lie" approach. That term was coined by Hitler: you just keep repeating a lie that is outrageous and people believe it. They figure if they can win the court of public opinion, that might sway the legislatures to try a hail mary gambit to submit their own electors claiming the "people failed to make a choice." Most straight forward data source seems to be election project linked below. Shows that 3.1M mail ballots were requested and 2.6M we're returned. 1.7M D and 600K R were returned.
Can't figure out where you're pulling these numbers other than that Giuliani said it at the kick ass presser.
