president has such vast power WRT foreign policy - it has been a constant battle between the legislative and the executive branch every time Congress tries to impose their will on foreign policy, and usually Congress is unsuccessful.
This is why I tend toward an outcomes-based view of Presidential foreign policy - if it works, you win. If it fails, you were wrong. -

that's the thing. the constitution gives vast powers in foreign policy to the executive. Congressional attempts to rein in this power have not been very successful. theres no clear cut black and white answer, as this is one of the friction points in the separation of powerstopdawgnc said:

The President, who signed the bill into law, can say ... there is no clear black and white answer.
What laws does a President have to follow? -
The Prez will invoke his powers to conduct foreign policy as the prisoner release was part of negotiations with the Taliban. If Congress wants, they can try to impeach. They don't have the votes, though. See "Dolan Amendment." Lather, rinse repeat.
If the GOP wants a constitutional crisis, they can have one. I just don't think it will succeed. -
