An audit is based on sampling and statistics extropolated over the whole population of the data set.
For example, an audit of financial statements doesn't include redoing or looking at every single transaction. The auditors pick a pre-determined number of transactions and trace them all the way through. If the results as recorded match what they calculate, then the audit verifies the results as not having any material differences. If the results as recorded DON'T, the auditors expand their testing and sample some more and so on.
A recount is literally re-counting every single ballot.
