UW pays full-ride scholarships for the student-athletes, and they have an obligation to perform. Makes sense that UW would provide testing since they pay for everything else.
Students pay UW tuition to attend. Either UW would need to raise their tuition to pay for the student testing or the students could pay themselves for student testing. Either way, the students pay.
