Absolutely true. I was returning from my last deployment, still sitting in Dulles, and my cell phone rang. It was my OIC telling me that my waiver for extension had been denied and I had to start the retirement process. Apparently Obama had told the pentagon to get rid of all E-9s and O-6s who were within a year of retirement. Instead of extending to 32 years I squeaked out 29 1/2. Honestly, he was getting a lot of pushback on dealing with Iraq. I had just returned from there and it was turning into a shitshow. Too much politics, not enough common sense. Think Vietnam style politics. Some of he more blatant guidelines were shelved in favor of survival.
