Joe selects a running mate that has pledged to ban fracking. Joe has said that he is opposed to fracking. He selects AOC to create his environmental policy. Her GND bans fracking. This is no different than his position on the 2nd Amendment where he says that Beto is going to set his position on banning guns while Joe says he is against banning guns, after also saying he will ban guns.
