Two sides to a story and physical evidence. The article is about one side. Police shooting are heavily scrutinized. In LA there is a district attorney shooting team that rolls out to the scene. They do their own thing.
Separate and controlled by the DA. I have never served a no knock warrant. Nor do I want to. My response to some one breaking down my door unannounced won't be quiet. -
