The police is also telling businesses and residents that they are essentially on their own against potential arson, etc

So it didn't burn...yet. The protesters took the move by Seattle as a setup and decided to protect the precinct from burning because they were afraid of being framed. Now they've created an "Autonomous Zone" devoid of the control of local government.
