They are at fault, but I give them somewhat of a pass at the beginning because of the uncertainty (nobody had enough info to know is a highly contagious flu...thanks ChiComs). Where they really screwed up though was on setting conditions for the lock-downs...i.e. this is a short-term solution with the only goal being to keep the hospitals from being overrun, and as soon as we know that they aren't going to be overrun we allow everything to open back up with common-sense behaviors. When the goal was not strictly defined/enforced, it allowed scope-creep which let all the politicians try and kill the economy because orange-man bad. -
