This debacle is going to put the hurt on municipalities all over the country. The obliteration of the economy will hammer the finances of city and county governments. Tax receipts are going to plummet.
If there's any upside, perhaps the local governments will finally have some stones and make some changes in their operations. They could start with decertifying unions for all employees who are sucking at the teet of sweet gubmint pensions, then broom the non-performers.

I think this is going to hit states relying on sales tax much harder than states without a sales tax. Income taxes will also be impacted, but states like California that rely heavily on both are screwed.
