Politicians love to spend money but it needs to be visible so they get credit for it
They are the house remodeler who hates to fix the plumbing because no one can see it. They want a nice back splash and counters to drink fancy coffee on.
If you name a bridge after one of them it will eventually get built at only 5 times what it's worth.
Buying and storing ventilators wasn't going to get votes. -
