What they are trying to avoid is mass hysteria, meltdown in the supply chain and potential massive economic disruption. The dumbfucks who cleaned stores out of TP for a cold just stressed the supply chain out of its ordinary cycle. Repeat that over and over again - or workers stay home from factories and truck driving or whatever and it can really fuck things up.
