Low barrier controlled camping is the answer to help keep shit off of your sidewalk.
Many homeless people camp because they’d rather sleep outside rather than get a very available shelter at night. The shelter requires you to be sober entering and you’re not allowed to leave and come back in most cases.
Salem broke up all of the homeless camps last summer. And now hundreds of them camp on the downtown sidewalks.
You can build all the shelters in the world. But you are always gonna have the ones that won’t use them.
Controlled low barrier camps are worth a try imo. -

Far enough away that they can't steal sh*t to pay for the drugs and alcohol. Which means they wouldn't go and stay there voluntarily.

Blame it on Reagan budget cuts for gutting mental institutions if it makes you feel better but some of 'these people' (yes, I said it) shouldn't be left to their own devices. Round them the fuck up - sift through the truly mentally ill from the drug addicts and get them to proper care or rehab. Most are mentally unstable so much so that they now have a mental halth clinician that rides with police a couple day a week. You can't get crazy to be sane. 99% will turn down any help or shelters. They can't roll their "belongings" into a shelter either. trust me you never want to see their precious belongings.
