Salem broke up all of the homeless camps last summer. And now hundreds of them camp on the downtown sidewalks.

This isn't a call for genocide - but this filth lifestyle is bullshit.
Blame it on Reagan budget cuts for gutting mental institutions if it makes you feel better but some of 'these people' (yes, I said it) shouldn't be left to their own devices. Round them the fuck up - sift through the truly mentally ill from the drug addicts and get them to proper care or rehab. Anybody who thinks allowing them to live like savages is somehow humane is off their fucking rocker.
Most are mentally unstable so much so that they now have a mental halth clinician that rides with police a couple day a week. You can't get crazy to be sane. 99% will turn down any help or shelters. They can't roll their "belongings" into a shelter either. trust me you never want to see their precious belongings.

Controlled low barrier camps are worth a try imo.
