Development aside, it is largely a numbers thing. ~50% of 5 stars get drafted. There just aren't a lot of five stars. Naturally you will see large representation from the largest group (non-blue chips)whatshouldicareabout said:

Or more recently Stephen Carr of USC.
Additionally, development includes being in the right place right time and right situation (team, scheme, culture etc ...)
Both Luc and Carr looked and played like monsters in high school. But that's high school.
