My company has done something similar but in a much smaller way (we don't have billions in sales). My boss openly said that if there wasn't a tax cut and the forcing of the Chinese to play fair, it would never have happened.

Apparently the owners are so fucking stupid they don't know they did this because of tax cuts. According to USA Today, they think they did it because the company reached a development goal.
