    A reasonable compromise is that welfare recipients may only use 20% of their EBTs on non-essential items (Peter North's greatest hits, hand-jobs, ejacumax, BBW parties, etc etc).

    Either that, or they do public works projects to earn the aforementioned enjoyment.
