What has kept SF livable is that you have a number of very wealthy people who live here and if you're poor or even middle class you really can't afford to live in the city. There is still a very vibrant tech, financial and legal economy here in the city which keeps the city's coffers filled. The city long ago pushed out most of their poor black population, which like it or not had kept the crime rate low in the city. The problems with the homelessness and the impact of the city and the state's decriminalizing crime, is now having a very negative impact on the city and is turning larger and larger segments of it into shit holes.YellowSnow said:

Had to go up to the mid-market area from my office down near the new transit building. The filth and squalor and open air drug use were worse than I'd ever seen it. And from 3rd Street to 7th on Mission you had nothing but shit and piss and used needles along with a bunch of people who looked like extras in the Night of the Living Dead. It was as bad as I'd ever seen and that sections not even considered the worst part of town now.
First moved here when DiFi was mayor. She would have never let things get as bad as they are now. -
