Let the FBI have the server, find out it was an inside job and have the focus be on the content of the emails be the story. The corruption and cheating
Option B
Blame Russia and Trump and have a friendly group do the investigation

1) Wouldn't said "software" be present on the disk of a piece of "hardware"? Maybe the whole OS and data was running in a docker container? If so, it could be lots of places - dark ones especially.
