Well it's certainly not "have fun, play loose".

A lot of coaches do that. If it's while team is lined up, it's trying to communicate a defensive key, or an adjustment, something like that.

Whether players hear is somewhat immaterial. Coaches will do that regardless, trying to continuing coaching, right up to the snap.

Don't worry about either of those things - they don't matter. He's just trying to get in the quarterback's head. As long as they start trying to think about something that's enough.
