The money used to pay her off was considered to be "campaign funds" because Cohen was willing to testify that paying Daniels off was done to protect Trump's election chances therefore they were deemed to be an in-kind contribution to the Trump campaign.
The money never came from "campaign funds." All Cohen had to say was that he paid off Daniels as a personal favor to Trump on account of their friendship and poof, the money could no longer be called "campaign funds." But since they were squeezing Cohen six ways to Sunday he willingly made the statement about how he did it to protect Trump's election chances as part of the plea deal.
The whole thing was pretty fucking sleazy on both sides.

Cohen was charged with violating the Federal Election Campaign Act (FECA). The law limits donations by individuals to $2,700 per election. It also bans corporations from making any contributions to candidates.
Why are the hush money payments Cohen arranged considered illegal campaign contributions?
Because he admitted that the payments were intended to protect Trump's election chances, the $150,000 given to former Playboy model Karen McDougal in the summer and early fall of 2016 and the $130,000 that went to adult film actress Stormy Daniels in late October 2016 are deemed to be in-kind contributions to the Trump campaign.
They exceed the donation limits, a violation, and neither was included in campaign finance reports, another violation.
