If a noncitizen registers to vote in California and casts a ballot how would the state know? What measures does the state take to ensure that non-citizens aren’t voting?

If you don’t like the nation’s unenforceable immigration laws, you should vote to have them changed. Otherwise, you need to respect rule of unenforceable law. We are nation of laws, after all.
